I would venture a guess that benefit payments were higher in the two years after the changes than in the two years preceding the changes--mostly due to baby boomers reaching retirement age.

common - like you care about military pensions and benefits, based on your past postings. These are federal benefits and they are not state.
No legislator - state or federal - should get anything other than a 401(k). Certainly not the pay for life for one term in office.

How did the investments perform in 2008 and 2009? During that time was any money taken out of those funds to pay benefits?
This letter points out the rule for government reporting - only talk about good stuff.
