How is it that an idea that was so extremely stupid in the first place keeps getting more and more stupid?

The city is shaking you down every time you walk past a cash register in order to pay for their pet projects. Any state bonding money amounts mentioned are just a figment of someone’s imagination.

Sorry I'm confused, and I was already down south when the local vote was taken, so I may have missed reading something. The reason I'm confused is that this story says that $4 million of bond money was included in the initial estimate of$12.9. Why then is the city requesting $6.8 million in the next state bonding bill? Can someone please explain why the difference? Independent, is this worth asking or at least looking into?
