September 21, 2010

6:15 p.m. Closed Session for LELS labor negotiations.

6:23 p.m. Ritter moved, seconded by Fenske to come out of closed session. All voted in favor.

6:30 p.m.- Meeting was called to order by Chairman Stensrud. Members present: Stensrud, Fenske, Ritter, Goodenow, Nelson, County Administrator Stomberg, Attorney Maes, County Auditor/Treasurer Van Overbeke

Fenske moved, seconded by Ritter to approve the agenda. All voted in favor.

Consent Agenda:

1. Approve Minutes from August 31, 2010

2. Approve Minutes from September 7, 2010

3. Approve Commissioner Warrants 122021-122114 in the amount of $201,868.21 dated 9/22/10.

4. Approve Auditor Warrants 121959-121982 in the amount of $292,479.35 dated 9/9/10 and 121996-122009 in the amount of $18,840.56 dated 9/16/10.

5. Approve Per Diems & Expenses

6. Approve Yellow Medicine River Watershed Work Request 2010-1

7. Approve Yellow Medicine River Watershed Work Request 2010-2

8. Transfer money from Design Bldg Fund

Ritter moved, seconded by Goodenow to approve consent agenda items 1-7. All voted in favor. Ritter Just an update from Loren on item 8. Stomberg- The original intent on the jail project was to put some into that. Van Overbeke- That was paid back. We may need a little more. Ritter When the sales tax comes it will go right back in. Van Overbeke Yes to the jail project. Ritter moved, seconded by Goodenow to approve consent agenda item number 8.

Ritter moved, seconded by Fenske to approve and authorize the Chair to sign application for permit to install and operate aeration systems in public waters in Clear, Rock, East Twin, West Twin, Yankton, East Goose, Lady Slipper, School Grove and Cottonwood Lakes. All voted in favor.

Ritter moved, seconded by Goodenow for the Chairman to set a public hearing to discuss rates that are most beneficial for the county and partners in the joint powers agreement. All voted in favor. Stensrud set a public hearing for 8:00 p.m. on October 19, 2010 for demolition rate change.

Goodenow moved, seconded by Ritter to approve the 2011 landfill rates at $45 per ton. All voted in favor.

7:55 Meeting Called Back to Order

Goodenow moved, seconded by Nelson to approve out of state travel request and pre-payment of $2,850 for Todd Roelfsema to attend training in Schaumburg IL. All voted in favor.

Fenske moved, seconded by Nelson to approve and authorize the Chair to sign a law enforcement contract for 2011 between the County of Lyon and City of Russell. Fenske In the rate that you are setting does that include the cost of the car or just the Deputy? Mather The cost of the car and the deputy. It is covering all costs. All voted in favor.

Nelson moved, seconded by Goodenow to approve and authorize the Chair to sign a law enforcement contract for 2011 between the County of Lyon and City of Cottonwood. All voted in favor.

Nelson moved, seconded by Fenske to approve and authorize the Chair to sign a resolution authorizing agreement for Safe and Sober Funding. All voted in favor.

Goodenow moved, seconded by Nelson to approve and authorize the Chair to sign an agreement with GovTeller to implement a credit card and debit card terminals in county offices. All voted in favor.

Goodenow moved, seconded by Nelson to approve an additional $380 for the generator exhaust pipe. Ritter Should this have gone through a quote process? Stomberg Under $10,000 you can do direct negotiations with a vendor. Goodenow Does this include sales tax? Fenske As a general public they don't think that a local government should pay sales tax. Ritter Has it been on since July? Stomberg We were off of it July 1. All voted in favor.

Fenske moved, seconded by Goodenow to approve and authorize the Chair to sign an agreement for snowmobile trails grant. All voted in favor.

Nelson moved, seconded by Goodenow to adopt two resolutions needed for the application for the small cities grant. All voted in favor.

8:47 p.m. Ritter moved, seconded by Goodenow to adjourn. All voted in favor.
