UNOFFICIAL MINUTES- SUBJECT TO CORRECTIONS

LYON COUNTY BOARD OF COMMISSIONERS

LYON COUNTY GOVERNMENT CENTER, MARSHALL, MN

January 3, 2012

9:00- Meeting was called to order by Chairman Fenske. Members present: Stensrud, Fenske, Ritter, Goodenow, Anderson, County Administrator Stomberg, Attorney Maes, County Auditor/Treasurer Van Overbeke.

Goodenow moved, seconded by Ritter to approve the agenda. All voted in favor.

Stensrud moved, seconded by Ritter to nominate Robert Fenske as Board Chair. VanOverbeke called for other nominations. Upon hearing none nominations ceased. All voted in favor.

Ritter moved, seconded by Goodenow to nominate Rodney Stensrud as Vice-Chair. VanOverbeke called for nominations. Upon hearing none nominations ceased. All voted in favor.

1. Approve Minutes from December 20, 2011

2. Approve Commissioner Warrants 127605-127691 in the amount of $182,856.27 dated 12/30/11 and 127704-127709 in the amount of $16,759.99 dated 12/4/12.

3. Approve Auditor Warrants 127551-127583 in the amount of $407,814.82 dated 12/22/11 and 127548-127604 in the amount of $22,897.43 dated 12/29/11.

Stensrud moved, seconded by Anderson to approve the consent agenda. All voted in favor.

Ritter moved, seconded by Anderson to approve and authorize the Chair to sign the two GIS service agreements with Lac qui Parle County and set the reimbursement rate at $40.00 per hour. All voted in favor.

Goodenow moved, seconded by Stensrud to approve and authorize the Board Chair, County Administrator, and Auditor / Treasurer to sign a contract with the state auditor's office. All voted in favor.

Stensrud moved, seconded by Ritter to approve disaster abatements from the July 1, 2011 storm for James and Ruth Williams, Dennis Oeltjenbruns, Paul Dunlap, Evan Peterson, Thomas and Rebecca Wyffels, William Driscoll, James Swenson, Bernard Louwagie, Rollin Bedow and for a fire abatement for Deliteful Dapron. All voted in favor.

Stensrud moved, seconded by Anderson to approve promoting Steven Louwagie from a Deputy at a labor grade 18 to an Investigator at a labor grade 20. All voted in favor.

Goodenow moved, seconded by Ritter to approve the out of state travel policy. All voted in favor.

Goodenow moved, seconded by Ritter to approve and authorize the Chair to sign an agreement with Marshall Area Chamber of Commerce with the language change of adding quarterly meetings. All voted in favor.

Goodenow moved, seconded by Anderson to approve and authorize the Chair to sign a data processing contract with Southwest Health and Human Services. All voted in favor.

10:20 a.m. Meeting Called Back to Order

10:20 a.m. Anderson moved, seconded by Stensrud to close the meeting pursuant to Minn. Stat. section 13D.05 Subd. 3 to evaluate the performance of Suhail Kanwar, Ron Krause, and Dean Champine. All voted in favor.

11:27 a.m. Ritter moved, seconded by Anderson to come out of closed session. All voted in favor.

The Board found the performance of Suhail Kanwar, Ron Krause, and Dean Champine satisfactory.

Stensrud moved, seconded by Goodenow to set Ron Krause's 2012 salary at $63,726.89 from $62,0172.58. All voted in favor.

Anderson moved, seconded by Ritter to set Suhail Kanwar's salary at $101,376 from $97,948.08. All voted in favor.

Goodenow moved, seconded by Stensrud to set Dean Champine's salary at $70,944.45 from $69,215.10. All voted in favor.

Ritter moved, seconded by Goodenow to adjourn. All voted in favor.
