TO WHOM IT MAY CONCERN:
The Marshall Public Housing Commission of Marshall, Minnesota, herein called the Owner, will receive sealed bids for the CFP 2012 project, until 2:00 p.m. on Thursday, July 12, 2012, at the office of Mark Farrell, Executive Director, Parkview Apartments, 202 North First Street, Marshall, Minnesota, at which time and place all bids will be publicly opened and read aloud.
The Project scope shall be performed under separate prime contracts as follows :
Bid Package No. 1: Patio Doors Replacement
Bid Package No. 2: Parking Lot Expansion
Bidders are requested to attend a pre-bid conference that will be held at Parkview Apartments, 202 North First Street, Marshall, MN, on Monday, July 2, 2012 at 2:00 p.m.
All bids shall be made in accordance with forms referenced to and/or made a part of the proposed contract documents. Bids shall be submitted in a sealed envelope addressed to:

Bid envelopes shall be clearly marked on the outside lower left corner with the title, "CFP 2012, Marshall Public Housing Commission." Full responsibility for the delivery of mailed bids prior to the deadline for receiving bids rests with the bidder.
Contract documents, including proposal bid forms, Drawings and Project Manual, have been placed on file and may be examined by prospective bidders, subcontractors, and material suppliers at the offices of TSP, Inc., 104 West Redwood, Marshall, Minnesota and Builders Exchanges at Willmar, Marshall, Minneapolis, Brooklyn Center, St. Paul, and Mankato, Minnesota, and at Sioux Falls, South Dakota; McGraw Hill Construction Plan Room, Minneapolis and Reed Construction Data, Norcross, Georgia.
Drawings, Specifications, and other documents may be obtained by Prime Bidders at TSP, Inc., 104 West Redwood, Marshall, Minnesota, ph: (507) 537-1511.
All bids must be accompanied by a Cashier's Check or Bid Bond payable to Marshall Public Housing Commission, Marshall, Minnesota, in an amount equal to five percent (5%) of the total amount of the bid.
The Contractor shall furnish bonds covering faithful performance of the Contract and payment of obligations arising thereunder. The amount of each bond shall be equal to one hundred percent (100%) of the Contract Sum as originally bid or subsequently modified.
All bids must be accompanied by the Representation, Certification, and Other Statements of Bidders (HUD 5369-A).
No bidder may withdraw a bid until 30 days after the bid opening, without a written request explaining the cause for the withdrawal and without a written consent of the Owner after reviewing the cause.
The Owner reserves the right to reject any and all bids or parts thereof, and to waive any irregularities of any bid. The Owner also reserves the right to award the contract to the lowest responsible bidder as may be determined by the Owner.
