Commissioners consider RCRCA agreement

MARSHALL — A proposed new joint powers agreement for an area water quality organization caused some disagreement among Lyon County commissioners this week.

While a majority of the county board voted to approve a new agreement for the Redwood-Cottonwood Rivers Control Area, Commissioner Rick Anderson expressed some concerns about a $10,000 increase in dues.

A joint powers agreement for the RCRCA was presented to commissioners on Tuesday. RCRCA is an eight-county organization that works to improve water quality along the Redwood and Cottonwood rivers.

One of the main changes in the agreement was an increase in dues from the $80,000 amount established in 2020 to $90,000 for 2026. The RCRCA board approved the dues amount on Feb. 7.

The dues funds are used for administrative costs, that are not covered by the grants that fund RCRCA.

Lyon County Attorney Abby Wikelius said the new JPA had “minimal” changes, except for the monetary change.

“The question I have . . . is it the right time to put an extra $10,000 in for administrative costs?” Anderson asked. He was concerned that Lyon County would be going into difficult budget process for next year.

When commissioners voted on the JPA, the vote was 3-1 in favor of approval. Anderson cast the vote against.
